Problem

Maternal health outcomes in Georgia are shaped by a complex web of funding sources and investments.

Improving maternal health in Georgia requires a clear picture of how funds flow to the programs and services that support mothers and families. The client, Georgia Health Initiative (the Initiative) recognized that without a systematic understanding of where funding comes from, how it’s distributed, and where gaps exist, efforts to address persistent disparities in maternal health outcomes would fall short. NORC partnered with the Initiative to build the evidence base needed to make financing work better for the communities that depend on it.

Solution

We mapped Georgia’s maternal health funding landscape and engaged stakeholders to identify gaps and opportunities.

NORC worked with the Initiative to develop a comprehensive resource on maternal health financing in Georgia and support the work of the Maternal Health Vitality Think Tank. We collected and analyzed data on funding sources, mechanisms, and distribution patterns, then conducted key informant interviews to contextualize findings and surface insights that data alone couldn’t capture. This combined approach allowed us to assess how funding patterns connect to maternal health outcomes across the state. The project culminated in a compendium-style report offering concrete recommendations to improve how maternal health dollars are allocated and used.

Result

The project delivered a roadmap for more effective maternal health investments in Georgia.

Our analysis revealed critical funding gaps affecting maternal health programs across the state. NORC delivered a detailed report synthesizing findings and offering specific recommendations for how policymakers, funders, and program leaders can improve the distribution and use of maternal health funding. These insights are designed to inform policy and programmatic decisions that support better maternal health outcomes for Georgia’s families, and to serve as a shared resource for ongoing collaboration among the Initiative, the Think Tank, and their partners.
