Courtney is a mixed-methods researcher studying ways to improve health care quality and delivery.

Courtney is a research scientist in NORC’s Health Sciences department, where she leads qualitative, quantitative, and mixed-method analyses related to health care data infrastructure, health information exchange, patient-centered outcomes research (PCOR), clinical decision support, and value-based payment models. She has worked with a range of federal agencies, including the Centers for Medicare & Medicaid Services (CMS) and the Agency for Health Care Research and Quality, as well as non-federal clients such as state agencies and nonprofit organizations. 

Her projects have involved development and evaluation of new clinical decision support tools, evaluation of CMS payment programs, surveys on use and satisfaction with health information exchange, analyses of health care data infrastructure, and development of claims-based algorithms.
