Tyler Oberlander
Tyler is a director in Health Care Programs, where he leads consulting engagements and research projects for a wide range of clients, including commercial organizations, foundations, and associations. He specializes in quality measurement, program evaluation, and research related to primary and preventative care.
Tyler excels at translating complex health care data into actionable insights that drive policy and business decisions. Recent projects of interest include analyses to estimate the value of hospice in Medicare, evaluate health care utilization and outcomes among senior housing residents, and illuminate the relationship between delivery system characteristics (e.g., profit status, owner and investor characteristics), health outcomes, and cost.
Before joining NORC, Tyler spent more than eight years at the National Committee for Quality Assurance (NCQA), most recently as director of research and analysis. In this role, he advised internal and external consulting partners based on extensive health care expertise, including quality measurement (e.g., the Healthcare Effectiveness Data and Information Set (HEDIS)), models of care (e.g., Patient-Centered Medical Home (PCMH), Accountable Care Organizations (ACO)), value-based payment design, and federal policy. Tyler was instrumental in NCQA’s enterprise data strategy and spearheaded transformation initiatives that aligned with organizational goals. Prior to NCQA, Tyler worked in the health policy and data analysis group at Social & Scientific Systems, where he contributed to health policy research related to health care system reform and Medicare payment policy, funded by key federal agencies including AHRQ, HRSA, and CMS.
