Mark V. Yu

Mark is an applied researcher improving education systems and youth outcomes through evidence and collaboration.

Mark brings over a decade of experience leading applied research, evaluation, and capacity-building efforts in education. At NORC, he specializes in mixed-methods, data-informed decision-making, continuous improvement, and culturally responsive approaches. His work advances educator effectiveness and positive youth development, including work in STEM engagement, mentoring, and informal learning. As an experienced knowledge broker, Mark translates evidence into practical tools, fosters collaboration between researchers and practitioners, and leads professional learning and technical assistance to strengthen outcomes in diverse educational and community contexts.

Mark leads projects across the Pacific region—including Hawaii and other U.S.-affiliated jurisdictions—working with partners such as the Guam Department of Education, the Republic of Palau, and the Institute for Native Pacific Education and Culture in Hawaii. Raised in Guam, he brings a deep understanding of Pacific Island contexts and community priorities to his work. His portfolio includes designing and conducting evaluations of professional learning programs, co-developing tools to strengthen student engagement, and supporting collaborative processes that use data to guide decision-making and drive system improvement. His work emphasizes rigorous, context-sensitive approaches that create lasting impact.

Before joining NORC, Mark managed and contributed to more than 35 education projects, including research-practice partnerships funded by the U.S. Department of Education through the Regional Educational Laboratory for the Pacific and the Pacific West Comprehensive Center. He has authored over 25 publications and best-practice resources, including peer-reviewed research in Contemporary Educational Psychology, American Journal of Community Psychology, and Applied Developmental Science, and has delivered more than 40 presentations at national and international conferences. Through his work, Mark strives to advance sustainable improvements in education, bridge research and practice, and help create learning environments where educators and youth can thrive.
