Frances is a research scientist in the Health Sciences department. She works on health services research and technical assistance projects that focus on advancing patient-centered outcomes research as it intersects with data infrastructure capacity, health information technology, and digital health tools. Her expertise includes multisector stakeholder engagement, mixed methods analysis, and program evaluation.
At NORC, her projects have involved advancing measurement of the effectiveness of patient-centered clinician decision support, evaluating and integrating evidence to inform strategic planning and policy, and assessing programmatic impacts. She has worked with several federal and state agencies and non-profits, including the Agency for Healthcare Research and Quality (AHRQ), Assistant Secretary for Planning and Evaluation (ASPE), New York eHealth Collaborative (NYeC), as well as the Patient-Centered Outcomes Research Institute (PCORI).
Frances has co-authored papers and presentations on a range of topics, including substance use treatment interventions, experiences using telehealth, and the impact of social isolation and loneliness on older adults’ health and corresponding community-based interventions.
