About the California Health Coverage Survey

The California Health Coverage Survey seeks to understand Californians’ experiences finding health coverage and getting the care they need. The survey is being conducted by NORC at the University of Chicago (NORC) on behalf of Covered California, the state’s health benefit exchange.

This survey supports Covered California’s mission to help more Californians get health coverage, improve health care quality, and lower costs. The questions asked in the survey are designed to help Covered California identify ways to improve health plan options for consumers, the tools available to help consumers choose plans, and the customer service and assistance provided to consumers.

NORC has conducted the survey every year since 2018. The seventh round of the survey will take place in 2024.

This study is being sponsored by Covered California, the state’s health benefit exchange.

Covered California is a state agency that helps Californians access affordable health care. Covered California is the only place to get federal financial help to buy a brand-name health plan if you do not have coverage through a job or another program like Medi-Cal or Medicare.

The purpose of the California Health Coverage Survey is to understand Californians' experiences finding and signing up for health coverage and getting the care they need.

Covered California will use the survey findings to support its mission to help more Californians get coverage, improve health care quality, and lower costs. The questions asked in the survey are designed to help Covered California identify ways to improve health plan options for consumers, the tools available to help consumers choose plans, and the customer service and assistance it makes available to consumers.

You were selected from a pool of California residents that have looked into or bought health insurance coverage through Covered California in the past year. NORC selected participants to try to have a representative sample of people with this experience.

No. Your participation in this study is completely voluntary. Also, if you choose to participate, you may choose not to answer any question that you do not wish to answer and you can end your participation at any time.

This survey should be completed only by the person to whom it was addressed.

Your answers will be combined with answers from other respondents and then analyzed. Survey results are put into summary reports on general patterns and trends across groups of respondents.

Only a few people who work on the survey will ever see any information that could identify you and this information is protected by laws and procedures that NORC and Covered California follow strictly.

No. Your information is kept private and confidential as required by federal and California law. Your answers are only used for research needed to help Covered California enroll consumers into healthcare coverage.
