Blueprint for Maryland’s Future Interim Evaluation
Problem
Maryland wanted a mid-implementation evaluation of an ambitious education reform effort.
The Blueprint for Maryland’s Future is an education reform initiative in Maryland. The Blueprint aims to transform the state's public education system to ensure that all students receive a high-quality education. Its primary purpose is to expand educational resources, outcomes, and opportunities for all students. The Maryland Accountability and Implementation Board wanted insight into how the Blueprint is working as it is being implemented.
Solution
NORC is evaluating the Blueprint using a systems change framework.
NORC will conduct a systems change implementation evaluation, which assesses how interconnected policy components, stakeholders, and contexts are operationalized to drive educational outcomes, address implementation barriers, and foster collaboration across state, local, and community levels.
This evaluation will inform:
Key contextual factors, barriers, and enabling conditions affecting Maryland’s education system
Key indicators of state and local systems’ focus on implementation efforts
How LEA’s theories and pathways of change are evolving
School discussions and perceptions of how the Blueprint may be changing
How local and state systems are building capacity for change
What system change strategies are being implemented and improved
What the intended and unintended results are emerging from local and state activities
What the local and state education performance trends are
What ways the Blueprint activities have contributed to systems change
Result
NORC will provide data-driven insights on the Blueprint’s implementation.
NORC will provide reporting on the Blueprint for Maryland’s in late 2026 with breifings to key audiences occuring through Spring 2027.
