NORC Promotes Michael Boyer to Senior Vice President & General Counsel

CHICAGO, December 22, 2025 — NORC at the University of Chicago is pleased to announce the promotion of Michael Boyer to senior vice president and general counsel, recognizing his longstanding commitment to NORC’s mission and his broad leadership across the organization.

Michael joined NORC in 2007 as a researcher in the health group before attending law school. Since rejoining NORC in 2010 as a contracts attorney, Boyer has built a highly effective legal and contracts function that has become a key strategic asset for the organization. He has played a central role in enabling NORC’s complex research portfolio, providing expert guidance on regulatory compliance, risk management, and data protection. As chairman of NORC’s Data Governance Board, Boyer has also led enterprise-wide efforts to strengthen privacy and data governance practices.

Boyer’s experience as both a researcher and legal strategist uniquely positions him to support NORC’s evolving work in data-intensive research, secure environments, and complex regulatory landscapes. His collaborative approach has strengthened partnerships across research, operations, and corporate teams, enabling NORC to anticipate emerging risks and pursue new opportunities with confidence.

In his expanded role, Boyer will continue to oversee all legal and contracts operations, guide corporate governance, and support enterprise initiatives that require sophisticated legal and regulatory insight.
