Strengthening Public Health Systems and Services in Indian Country: Technical Assistance for Recipients

Overview

In 2024, the Centers for Disease Control and Prevention (CDC) launched the second year of a five-year cooperative agreement—CDC-RFA-TO-23-0001—for eligible American Indian and Alaska Native (AI/AN) federally recognized Tribal governments (i.e., Tribes) and regional tribally designated organizations. The purpose of this program is to strengthen the quality, performance, and infrastructure of tribal public health systems, including workforce, data and information systems, and programs and services. The goal is to improve public health outcomes in Indian Country.  

The CDC has entered into a cooperative agreement with NORC at the University of Chicago to provide Indigenous Evaluation Capacity Building and Recipient Coordination & Partnership Support for the 23-0001 recipients. NORC partners with Seven Directions Indigenous Public Health Institute at the University of Washington to carry out this work.

Technical Assistance


Technical assistance (TA) refers to the provision of specialized support to organizations seeking to address challenges or needs, typically extended over a period of time.

NORC and Seven Directions are available to provide free technical assistance to 23-0001 recipients to advance their 23-0001 workplans and enhance their evaluations. NORC and Seven Directions are offering TA to 23-0001 recipients in the following five focus areas:  

Indigenous Evaluation

Including but not limited to:

  • Culturally informed reporting and dissemination of findings
  • Decolonizing data
  • Indigenous evaluation measures and metrics
  • Indigenous evaluation approaches
  • Tribal research review and institutional review boards

Foundational Public Health Capabilities

Including but not limited to:

  • Assessments/ surveillance
  • Public health emergency plans
  • Policy development and support
  • Communications
  • Community partnership
  • Organizational administrative competency
  • Accountability/ performance management 

Data Modernization

Including but not limited to:

  • Data sovereignty
  • Use and capabilities of informatics
  • Data collection

  • Data analysis

  • Capacity assessment

  • Dashboards and visualization

  • Data use agreements and procurement

Workforce

Including but not limited to:

  • Development, recruitment, and retention of workers
  • Training, education materials, and process evaluation 
  • Continuing education for core competencies and leadership development
  • Practice-based continuing education
  • Job descriptions and performance evaluations
  • Supportive work environments
  • Internships, fellowships, and postgraduate programs
