Sheila Arens
Sheila provides leadership on program evaluation and evidence-based improvement at NORC, specializing in collaborative research design and technical assistance for educational agencies. She is recognized for her skill at supporting organizations in translating data and research into practical strategies that strengthen teaching, learning, and organizational effectiveness.
At NORC, Sheila manages state and regional projects that assess the implementation and impact of educational programs. She routinely partners with education agencies to develop measurement frameworks, identify gaps in student outcomes, and design evaluations that inform policy and practice. Sheila contributes to initiatives supporting Regional Education Laboratories (RELs) and foundations, with a focus on ensuring actionable and meaningful improvement for all student groups.
Before joining NORC, Sheila held director-level research and project management roles at McREL International, leading comprehensive evaluations for districts, states, and foundations. She brings over 25 years of experience in designing and executing large-, mid-, and small-scale mixed-method evaluations, facilitating professional learning, and developing resources that help education leaders implement effective, locally relevant improvement efforts.
