Shannon Guiltinan

Senior Research Director
Shannon has over 20 years of experience in administrative data analysis, program evaluation, and project management.

Shannon is a senior research director in NORC’s Economics, Justice, and Society department. She has extensive experience in quantitative and mixed-methods research design and analysis. Her current research centers on early childhood education, specifically examining program accessibility, child outcomes, and workforce dynamics.

Before joining NORC, Shannon worked at Chapin Hall where she led community assessment projects for multiple Head Start grantees, leveraging her expertise in data analysis to help providers make informed decisions about program design and service delivery. In addition to her work in the early childhood field, Shannon has worked on several projects analyzing service pathways and outcomes of youth with dual-system involvement in child welfare and juvenile justice.
