Shane has over 20 years of experience in health care program integrity initiatives, financial and quality performance evaluations, consulting, analytics, and data strategy.

Shane directs program and policy projects across a broad range of initiatives at NORC, with an emphasis on those related to health care program integrity and data-driven evaluations. He leads the program integrity business development strategy and growth opportunities across the federal, state, and commercial lines of business.

Prior to joining NORC, Shane served as a consultant and key thought leader for more than 13 years across several Centers for Medicare & Medicaid Services (CMS) program integrity contracts, including a One Program Integrity (One PI) contract focused on fraud, waste, and abuse (FWA); a CMS Innovation Center contract focused on alternative payment models; and Recovery Audit Contracts (RACs) focused on improper payments and recovery. He supported the “Win” of the first CMS RAC demonstration contract in 2004 with HealthDataInsights (acquired by Gainwell Technologies), which led them to be the top performing contractor. He also supported the strongest growth in the One PI contract over a seven-year period to include onboarding all support contractors (e.g., ZPIC/UPICs, MACs, OIG, DOJ, FBI, CMS). One PI became the leading source of data, analytic reports, training, help desk, and user groups in the CMS FWA space under his tenure. He also served the commercial space as director of analytics in developing health care data-driven analytics platforms at HealthDataInsights, Gallagher Benefit Services, Rising Medical Solutions, and DataX (acquired by Equifax).
