Rich Rodriguez

Senior Data Scientist

Rich translates complex data into evidence for health care policy and evaluation.

Rich is a senior data scientist at NORC, supporting the health care evaluation portfolio through advanced health care and public health data analytics. He brings years of experience working with complex hospital, public health, and claims data, informed by his background as an epidemiologist. He specializes in data engineering and large-scale extract, transform, and load (ETL) processes that enable robust evaluation of health care delivery and payment models. Rich is skilled in translating complex datasets into actionable insights that support evidence-based decision-making

 

At NORC, Rich contributes to several major federal and state health care evaluations. He plays a key role in the evaluation of Rhode Island’s Medicaid 1115 Demonstration and Oregon’s evaluation of American Rescue Plan Act (ARPA) spending on home and community-based services (HCBS), where he manages the processing and analysis of Medicaid data to support rigorous program evaluations. Rich also supports the Pennsylvania Rural Health Model Evaluation by analyzing Medicare and Medicaid utilization to assess the impact of alternative payment and health care delivery models. In addition, he has contributed to the Healthcare Cost and Utilization Project by supporting data acquisition and preparation for analyses focused on sepsis and health care-associated infections. Rich has also been a key contributor to a project evaluating the efficacy of a clinic-based “food is medicine” intervention among pediatric patients with type 2 diabetes.

 

Before joining NORC, Rich gained significant experience at the American Hospital Association, where he led complex data analytics for quality improvement initiatives and conducted Medicare claims analysis. At the Connecticut Department of Public Health, he managed multiple statewide infectious and chronic disease surveillance systems, identifying trends and producing reports for policymakers and the public. He also trained infection prevention nurses on the CDC’s National Healthcare Safety Network and provided technical guidance on disease prevention to the public.
