Larry has over 20 years of experience leading large survey departments, designing effective data collection methodologies, and supporting business development.

Larry is a vice president in the Office of Business Development. He oversees initiatives related to procurement and retention of new and current business. He partners with leaders across the organization to support strategy and establish business development policies, processes, and procedures. His career is driven by a desire to conduct work that makes a difference, particularly in policy, public discourse, and marginalized populations.

Prior to joining NORC, Larry served as vice president at ICF, where he led a survey research area of more than 400 staff. His experience spans the health, transportation, financial, military, housing, energy, and social program sectors in federal, commercial, and nonprofit spaces. In addition to spearheading the business development strategy and directing the work, he managed account leads, project managers, methodologists, statisticians, analysts, programmers, virtual and in-person CATI telephone centers, a mail survey facility, and field staff.

Larry has specific strength in applying data collection best practices across all methodologies—web, mail, phone, in-person, and existing datasets—and combining methods when appropriate. Additionally, he is skilled in collaborating across large teams on key business development, operational, and strategic initiatives. He also has significant experience in management consulting, organizational development, strategic guidance, and performance improvement.
