Elizabeth Flanagan Balawajder
Elizabeth has nine years of experience conducting mixed-methods research and evaluations on a variety of public health topics. Her work currently focuses on substance use, mental health, and public health infrastructure. As a Certified Health Education Specialist (CHES), her work has also included developing evidence-based educational products and trainings and disseminating findings to diverse audiences.
At NORC, Elizabeth has supported numerous projects for agencies such as the Centers for Disease Control and Prevention (CDC), National Institute on Drug Abuse (NIDA), and the Office of Population Affairs (OPA). She currently leads a nationally representative survey of jails to assess the availability of substance use disorder treatment for the Justice Community Overdose Innovation Network under the National Institutes of Health’s (NIH) HEAL initiative. She also has managed and supported evaluations of mental health and suicide prevention programs for the National Alliance on Mental Illness, the Jed Foundation, and county mental health offices. She currently supports the evaluation of CDC’s Public Health Infrastructure Grant and OPA’s Embryo Adoption Awareness program, synthesizing performance data and interviews into actionable insights for program leadership.
Elizabeth translates complex data into clear, impactful products—ranging from reports and manuscripts to presentations and training materials. She has authored multiple peer-reviewed publications on opioid stigma, mental health resources, and substance use treatment.
Prior to joining NORC, Elizabeth designed, developed, delivered, and evaluated emergency preparedness trainings for state, tribal, local, and territorial health departments at the CDC.
