Destin’s current role focuses on supporting policymakers and practitioners in design, implementation, and evaluation of educational programs. He conducts technical assistance and research for education systems and services U.S. federal contracts in the Pacific region.

Before joining NORC, he applied rigorous methods to the design and implementation of education and climate security projects. He has provided oversight on strategic partnerships, business development and portfolio diversification, and talent acquisition. Throughout his career, Destin has led research and development projects in the Federated States of Micronesia, Republic of the Marshall Islands, the Republic of Palau, and U.S. territories.
