Boris is a research scientist in NORC’s Education & Child Development department with more than 12 years of experience in education research, policy analysis, technical assistance, and capacity building. He is an expert in college and career readiness, ESSA requirements, school improvement, and education funding. He has extensive experience leading quantitative and qualitative studies using randomized controlled trials, quasi-experimental designs, and regression discontinuity methods.

At NORC, Boris leads the quasi-experimental component of a major evaluation of personalized learning platforms for K-12 mathematics and English language arts instruction. For the Central Comprehensive Center, he provides technical assistance and capacity-building support to state education agencies on topics including chronic absenteeism, literacy, and mathematics standards.

Prior to joining NORC, Boris was a senior research associate at Westat, where he managed college and career readiness projects, contributed to large-scale studies of English Learner outcomes, and supported state education agencies through technical assistance and continuous improvement initiatives.

Previously, as an analyst in education policy at the Congressional Research Service, Boris provided objective, nonpartisan policy analysis to Members of Congress and congressional staff. He served as Congress’ leading expert on career and technical education and supported the Senate HELP Committee during the 2018 reauthorization of the Carl D. Perkins Career and Technical Education Act.

Boris holds a PhD in Mathematical Biology from Uppsala University and a BA in Applied Mathematics from Harvard University.
