Larry Luskin Joins NORC as Vice President of the Office of Business Development

CHICAGO, April 10, 2023 – NORC at the University of Chicago is pleased to announce Larry Luskin as the newest vice president for the Office of Business Development. Luskin is a leading business development executive with more than two decades of experience leading large survey departments and designing effective data collection methodologies. Luskin’s arrival provides added strength and leadership at a significant time in organizational growth. 

“Larry’s unique background and expertise will immediately benefit our department and our clients as we advance our business development strategy,” said Angela DeBello, senior vice president of Business Development. “We are delighted to welcome him to NORC.”

In this role, Luskin will lead and support strategic business development efforts across the organization, including developing business development policies, processes, and procedures. He will contribute to the implementation, use, and enhancements of NORC’s customer relationship management system.

Luskin previously served as vice president at ICF, where he led more than 400 Survey Research staff. His business development experience spans the health, transportation, financial, military, housing, energy, and social program sectors in federal, commercial, and nonprofit spaces. He has directed or consulted on health evaluations and studies of youth risk, tobacco use, traffic safety, and customer and employee engagement, with additional experience in management consulting, organizational development, strategic guidance, and performance improvement. Luskin managed overall account leads, project managers, methodologists, statisticians, analysts, and programmers, as well as virtual and in-person CATI telephone centers, a mail survey facility, and field staff. 

Luskin has specific strength in applying data collection best practices across all methodologies—web, mail, phone, in-person, and existing datasets—and combining methods when appropriate. Additionally, he is skilled in collaborating across large teams on key business development, operational, and strategic initiatives. 

Luskin holds a BS in statistics from the University of Michigan.
