David Peña
David is a seasoned compensation leader with more than 20 years of experience.
As director of compensation, David is responsible for shaping and managing NORC’s compensation strategy to ensure pay programs are competitive, equitable, compliant, and aligned with business goals.
David has experience across compensation strategy, HR operations, financial services, higher education, retail, and large-scale corporate environments. Prior to joining NORC, he led enterprise-wide reward programs at Walgreens, supporting more than 200,000 employees, including the company’s annual merit and bonus cycle, geographic pay strategy, compensation governance, and advisory support for senior leadership.
Throughout his career, David has built compensation structures, redesigned job architectures, streamlined processes through automation, and led major initiatives such as large-scale data cleanups, incentive program administration, and enterprise compensation communications. His experience spans roles at Walgreens, True Value, DePaul University, and the Northern Trust Company.
