Exploring Opportunities to Strengthen the Rural Health Network Development Planning Grant Program

The purpose of this study is to: 1) identify key challenges for formative rural health network development through literature review and dialogue with expert informants; 2) assess the extent to which Rural Health Network Planning Grantees from 2006 to 2008 transitioned to successful networks; 3) examine the role of grant review feedback, technical assistance, and other key factors in grantee success; and 4) identify and recommend opportunities to strengthen the Network Development Planning Grant guidance and review process.

Partners at the University of Minnesota are reviewing relevant literature on rural health network formation and development, conducting telephone surveys of previous Network Planning grantees, and convening of an expert panel to provide input on the survey protocols and development of recommendations to strengthen the program.  The products of this project will include a final report and a policy/management brief.
