The Commonwealth Fund is sponsoring this project, which builds upon previous research conducted by NORC. This study examines trends in the affordability, actuarial value, and expected out-of-pocket expenses of health insurance in the small group, large group, and individual health insurance markets using 2010 data. The researchers are examining the actuarial benefit structure of plans available in the individual health insurance markets in five states, and employer-sponsored plans through survey data. To calculate actuarial value and expected out-of-pocket expenses for each individual and group plan, NORC and partner Towers Watson are conducting simulated bill paying from a micro-simulation model. NORC also is conducting calculations for persons who are high and low spenders, as well as for persons with chronic conditions. NORC is comparing the expected out-of-pocket expenses and other features for people enrolled in individual plans with comparable expenses for people enrolled in group plans.
