Thomas V. Williams, PhD, Named Senior Fellow in the Health Care Division of NORC at the University Chicago

​CHICAGO,  September 8, 2017 — Thomas V. Williams, PhD, a national authority on health policy and research related to the members of the nation’s military and their families has joined NORC at the University of Chicago as a senior fellow in its Health Care division.

Dr. Williams joins NORC from his position as director of Healthcare Studies and as chair of the Military Health System’s (MHS) Policy Research and Studies Support Group. In these roles, his work has been central to decisions made by the U.S. Department of Defense concerning the delivery of health care to more than 9 million beneficiaries throughout the world.

“Tom Williams has been a leader in the development of innovative and rigorous research, studies, and analyses that promote military readiness and ensure the finest possible medical support for uniformed forces as they prepare for and engage in combat action throughout the world,” said Michael Davern, executive vice president of Research at NORC. “We are delighted he is bringing his insight, skill, and experience to NORC.”

Williams previously served as director, Health Program Analysis and Evaluation for TRICARE, the health care program for uniformed service members and their families around the world. He has served as a Department of Defense representative for interagency advice on a wide variety of topics, including maternal and child health, military health, and methods for measuring patient experiences.

“Over the course of my career, both as an active-duty service member and Department of Defense civilian, it has been a great honor to have had the unique and rewarding opportunity to both serve in uniform and advise MHS health policy,” said Williams. “I look forward to the opportunity to share what I have learned about the military, our MHS, and the people we serve by weaving that experience into the ongoing work of my new colleagues and building a robust military health portfolio at NORC.”

Williams has authored or co-authored more than 45 articles published in peer-reviewed journals and designed and directed portfolios of work accepted for panel presentation by AcademyHealth. His undergraduate degree is from the University of Pennsylvania, with a master’s degree in operations research from Columbia University and a PhD in health policy from Harvard University.
