The Small Area Income and Poverty Estimates (SAIPE) program conducted by the US Census Bureau produces annual estimates of income and poverty counts for states, counties and school districts; currently, the Census Bureau uses different models for state, county, and school district. NORC proposed and developed an alternative methodology so that a single underlying model is used for all geographic levels. The building-block small area model (BBSAM) was implemented using 2010 American Community Survey (ACS) data with auxiliary information from the IRS, ACS, and Supplemental Nutrition Assistance Program (SNAP).
