Public Health Systems

NORC is a trusted and valued partner to policymakers, private and nonprofit organizations, and public health agencies at the state, local, tribal, and federal levels. NORC’s multidisciplinary team of public health researchers informs public health policies and initiatives through program evaluations, data collection, and technical support.

Among its many public health system projects, NORC conducts evaluations of the emerging national public health agency accreditation program, analyzes the impacts of the Affordable Care Act on state and local public health systems, and conducts studies to assess the usefulness of a newly developed public health workforce taxonomy.

Representative Projects

Benchmark Tracking Survey. The purpose of the 2012 Network for a Healthy California Benchmark Survey is to assess the ongoing effectiveness of select advertising and non-advertising communications that comprise the Network's Champions for Change campaign. The campaign promotes healthy food consumption and access among low-income mothers. More

California Health Exchange Research. The California Health Benefit Exchange, Department of Health Care Services (DHCS), and the Managed Risk Medical Insurance Board (MRMIB) have been working together to collaborate on the planning and implementation of the Affordable Care Act and the important changes that it will bring. This collaboration includes developing a marketing and outreach plan to inform Californians about the full range of affordable health coverage that will be available. NORC is conducting research to support the development of the plan. More

Classification of State Health Agencies. For the Association of State and Territorial Health Officials (ASTHO), NORC developed a survey to operationally classify state health agencies (SHAs) into the categories of centralized, decentralized, mixed, and shared. More

Evaluation of Short-Term Outcomes from Public Health Accreditation. On behalf of the Robert Wood Johnson Foundation (RWJF), NORC is conducting an evaluation of the short-term outcomes of national accreditation of public health agencies.  More

Evaluation of the Public Health Accreditation Program. NORC is conducting a three-year evaluation of the national public health accreditation program on behalf of the nonprofit organization that oversees the voluntary accreditation of all public health departments in the United States, the Public Health Accreditation Board (PHAB).  More

Identifying Common Evaluation Metrics across the 330A Outreach Authority Grant Programs. NORC is developing and refining a standard process for identifying common data elements collected through grantee-level evaluation activities.  More

Impacts of the Affordable Care Act for HHS Public Health Programs. On behalf of the Office of the Assistant Secretary for Planning and Evaluation (ASPE) within HHS, NORC explored how expanded insurance coverage and enhanced access to clinical preventive services may change the nature and composition of services provided by state and local health departments.  More

Innovative Approaches to Oncology Care. The objective of this project for MedPAC was to identify approaches that private sector entities use to improve the efficiency of oncology care and the design issues that entities have dealt with when implementing such approaches. Private sector entities included health plans, integrated delivery systems, hospital systems, and physician practices. More

Practice-Based Needs and Research Questions Related to Emergency Preparedness Capabilities. For the Centers for Disease Control and Prevention (CDC), NORC at the University of Chicago is assessing the research the information needs of public health practitioners related to public health emergency preparedness and response. Through this study, NORC will assist CDC in identifying gaps in preparedness, response, and recovery practice; determining key areas for research; and developing a prioritized agenda for future public health preparedness and response research.   More

VHA Point of Care Technologies. Working in partnership with Harris Corporation, NORC is participating in a project with the Veterans Health Administration (VHA) Office of Information, Emerging Health Technologies, on new and emerging point-of-care (POC) technologies. More
