From 2007-2011, NORC Principal Research Scientist Steve Butler worked with the Mekong Private Sector Development Facility of the International Finance Corporation to evaluate the impact on business and investment of the Vietnamese Land Law, a comprehensive land code adopted in 2003. The code was intended to encourage business formation and investment by liberalizing the regime of state land ownership and granting modern private rights of land use.
The work entailed in-depth interviews with key stakeholders, analysis of stakeholder survey data, preparation of analytical and diagnostic reports, mapping and analyzing land administration practices in light of international best practices, formulation of recommendations for improvement of administrative practices, and preparation of best practice manuals for use by provincial and local governments.
