NORC is developing and refining a standard process for identifying common data elements collected through grantee-level evaluation activities. The first year of the project focused on the Delta States Rural Development Network Grant Program grantees. NORC is currently applying this methodology to other 330A grant programs. By identifying common elements both within and across grant programs, NORC intends to offer a set of recommendations to guide grantee-level evaluation activities, help to validate current ORHP Performance Improvement and Measurement System (PIMS) measures, and offer recommendations for future PIMS measures that could be adopted.
