FCC Secure Data Environment for Special Access Data Collection

​The Federal Communication Commission is obligated to ensure that “special access” lines – i.e., dedicated, high-capacity connections used by businesses and institutions to transmit voice and data traffic – are provided at reasonable rates and on reasonable terms and conditions. The Commission is utilizing the NORC Data Enclave as they consider whether to update its current special access regulations that apply to certain local exchange carriers (traditional phone companies) – the larger “price cap” carriers – in light of the state of competition and other conditions in the special access market.

Authorized users obtain access to data and information on: market structure, pricing, demand, terms and conditions, competition and pricing decisions.  Providers and purchasers of special access file data and narrative responses on their facilities, served locations, prices, revenues, and expenditures.
