Administrative Data and Integration

Integrating and linking administrative data systems with other data sources will be central to the future of social science research, and NORC has experience in the processing and integration of large administrative data systems for social scientific research and analysis. As an example, administrative data systems such as the Centers for Medicare and Medicaid Services (CMS) Medicare claims data can be an important resource for health services research and comparative effectiveness research.  However, the data are difficult to work with as they are both voluminous (presenting major challenges to IT infrastructure and statistical programs), exist in many separate data sets (such as one for inpatient claims and another for Skilled Nursing Facility claims), and have many important caveats to appropriate use. 

NORC has the expertise, experience, and IT infrastructure needed to acquire, manipulate and create useful data products for a broad spectrum of research initiatives.  We further have the expertise in statistical data linkage needed to merge administrative data products with other sources of information such as surveys and geographical information.   

Representative Projects

Census PVS Assessment. As part of the Person Identification Validation System Assessment engagement with the Census Bureau, NORC has conducted a review of the Census Bureau’s record linkage methods associated with the PVS, as well as an environmental scan of record linkage methods used by other government agencies—both within and outside of the U.S.—and private enterprises.  More

Financing Rural Public Health Activities in Chronic Disease Prevention and Health Promotion.

NORC Walsh Center for Rural Health Analysis and the Center for Rural Health Practice at the University of Pittsburgh (Bradford, PA) investigated how federal and state funds for chronic disease prevention are applied at the local level. More

Nigeria Sub-National Investment Climate Improvement. This project, undertaken for the International Finance Corporation of the World Bank Group, focused on problems with real property transactions in Nigeria that are creating disincentives to investment and leading to informality in property markets. More

Outpatient Payment Policy Under Medicare: Recent Policy Developments from the Rural Perspective. ​This study was designed to examine outpatient payment options for rural hospitals, the advantages and disadvantages of each, and their potential impact on hospital revenue and rural access to health services.  More

World Bank Infrastructure Improvement Evaluations in Egypt and Sri Lanka. The World Bank hired NORC to gather extensive transport cost data and create an econometric model to help answer whether improving roads to peripheral and isolated locations will reduce transport prices and improve physical connectivity. More
