William D. Clark Named Senior Fellow in the Health Care Department of NORC at the University of Chicago

CHICAGO, August 28, 2018 — Bill Clark, the former director of the Division of Special Population Research for the Centers for Medicare & Medicaid Services (CMS), has been named a senior fellow in the Health Care department at NORC at the University of Chicago.

​As a nationally recognized expert in CMS model innovations, implementation, and evaluations, Clark brings more than three decades of experience working with federal and state health care delivery systems and an in-depth understanding of a range of CMS initiatives.

Davern added that NORC will benefit from Clark’s expertise in evaluating numerous legislatively mandated and CMS-initiated demonstration models such as the CMS Financial Alignment Initiative, Nursing Facility Initiatives, Medicaid Emergency Psychiatric Services Demonstration, and Frontier Extended Stay Clinics, among others.

​In his role as senior fellow with NORC, Clark will leverage his vast experience working on U.S. Health and Human Services, including CMS, states, and foundations. With his deep knowledge in the Medicare and Medicaid space, special populations, and CMS data systems, Clark will help NORC continue to provide a high level of service to CMS, among other health care clients.

​Prior to joining NORC, Clark oversaw the CMS Historically Black College and Hispanic Serving Institutions grants programs. During his tenure in the research and demonstration component of CMS, Clark’s focus was on care models designed to integrate acute care and long-term services, and financing between Medicare and Medicaid for beneficiaries participating in both programs. In his role as federal project officer, he helped lead the demonstration implementation and contract oversight for the initial Program for All-inclusive Care for the Elderly (PACE) organizations, and health plans for a wide variety of groups.  

​Clark has developed expertise in the Medicare and Medicaid data and data systems, and directed the production of numerous reports to Congress. These informed the public about evaluation designs, quantitative and qualitative findings on cost and use, quality of care, beneficiary experience, and the implications of study results for Medicare and Medicaid policy development.

​Clark earned his MS in Health Services Administration from the University of Wisconsin-Madison.
