Adil Moiduddin to Lead Health Care Evaluation Team at NORC at the University of Chicago

CHICAGO, February 8, 2018 — Adil Moiduddin, a veteran health services researcher and health policy expert, has been promoted to senior vice president for Health Care Evaluation at NORC at the University of Chicago. In this role, Moiduddin, together with NORC vice president Kristina Lowell, will oversee NORC’s expanding portfolio of work evaluating programs to improve the delivery and financing of health care in the United States. This change will enable NORC to conduct work of the highest quality and will position the evaluation team to fulfill all aspects of the department’s mission.

For nearly a decade, Moiduddin has held leadership positions in NORC’s health policy research group. He has helped direct teams that have expanded NORC’s portfolio of work in survey research, evaluation, and technical assistance for federal agencies and foundations. Moiduddin has extensive knowledge of federal and state initiatives supporting health care financing and delivery, with particular expertise in the health care safety net, delivery system reform, social determinants of health, and health information technology. He leads teams applying innovative approaches to quasi-experimental design and mixed methods to evaluate program impact and inform public policy.

Lowell will work with Moiduddin to direct NORC’s health care evaluation projects. She currently serves as project director for NORC’s evaluation of the Next Generation Accountable Care Organization (ACO) Model Program and previously directed NORC’s evaluation of the Beacon Communities Cooperative Agreement Program, the Health IT Workforce Evaluation, and evaluations of other major health care initiatives. Lowell’s career in health services research and health policy includes leadership roles in the Centers for Medicare & Medicaid Service’s Office of Policy, the Engelberg Center for Health Care Reform at the Brookings Institution, and the Kaiser Family Foundation.
