NORC, along with partner ReadSoft, was recognized as one of three finalists for the Carl E. Nelson Best Practice Award that recognizes excellence in the enterprise content management field.

The nominated solution was for work in Qatar on the Qatari National Education Data System (QNEDS), part of the emirates' initiative to create a modern and progressive public school system in the State of Qatar. The QNEDS project included data collection to measure the quality of Qatari schools and student outcomes, as well as making aggregate data available online for parents, decision makers, educators and government agencies.
