Getting Started with the Data Enclave
Below is a list of the steps involved in obtaining access to datasets contained with the enclave. The application process includes three steps.
- All applicants first must submit a Data User Application.
- After your application is approved, all approved users must submit a Data User Agreement.
- All users must also sign a Non-Disclosure Agreement specific to the datasets that users are granted access.
Application Procedure
- Submit the Data User Application. The Principal Investigator of your research project must complete the Data User Application. Your proposal should include the following elements. Proposals are likely to meet several of the criteria so please address all criteria being met by the proposal.
- A summary of the specific research goals including the particular research questions to be addressed.
- A description of the data sets, and the relevant data elements, critical to the proposed research.
- A summary of the methodological or statistical approach to be used in the analysis.
- A summary of other outside data sets, if any, which will be used to complete the analysis.
- A summary of the ways in which the proposed research addresses the benefits criteria listed above.
- Submit a Data User Agreement. After your application is approved, all approved users must submit a Data User Agreement certifying that they are aware of and agree to abide by the terms and conditions of using the Data Enclave. The DUA must be signed by all members of your research team who plan to access the Data Enclave. Additional researchers may be brought on to your research team at any point, but must submit their signature to this Agreement prior to accessing enclave data. The DUA must also be signed by a representative with signature authority from the institution to which the user is affiliated.
- Submit a Non-Disclosure Agreement. All users must sign a Non-Disclosure Agreement that certifies that no member of your team will abide by the confidentiality terms and procedures in the Agreement and that users will not attempt to re-identify any businesses.
